Municipal 911 Tax
Establishing the context
The government of Quebec has adopted a regulation in June 2009, all customers of a telephone service either wire line, voice over IP or wireless are held to contribute to the financing of the 9-1-1 emergency centers and it was decided that this measurement would take the form of a municipal tax. The amount of $ 0.40 per month will be charged to wire line, voice over IP or wireless customers, this municipal tax will come into effect as of December 1, 2009. The telephone service providers must collect the tax and remit the proceeds to the Ministry of Revenue. It should be noted that the tax aims only the municipalities where the 9-1-1 service is available and also all wireless subscribers.
Questions and answers
Why is the government of Quebec imposing a municipal tax for the 9-1-1?
The government of Quebec wishes that all customers of a telephone service either wire line, voice on IP or wireless who can use the 9-1-1 service contribute to the financing of the call centers like those in Quebec, Montreal and in others provinces.
Does this new tax apply only to Quebec?
Yes. This new tax was initiative by the government of Quebec and applies only to customers in Quebec.
As of which date will customers be invoiced for this new tax?
Invoicing will begin as of December 1, 2009.
Will this new municipal tax of 0,40 $ be entirely preserved by Rocler?
Not. Rocler is held to collect, on behalf of the government of Quebec, the amount of 0,40 $ which represents the municipal 9-1-1 tax. On the other hand, Rocler will preserve only 0,04 $ of this amount for its administrative expenses. The 0,36 $ remainder will be sent to the Ministry of Revenue which they will be redistribute the sums to finance the 911 call centers everywhere in the province.
Are all the telephone service suppliers held to collect this new municipal tax 9-1-1 from their customer?
Yes. All telephone service suppliers of either wire line, voice over IP or wireless are obliged to collect as of December 1, 2009 this new tax of 0,40$, without exception.
How will Rocler present this new tax on the invoice of the customer?
As of December 1, 2009, the customers will be able to see on their invoice a new line made out as follows:
Municipal tax 9-1-1 .................... 0,40 $
